Amends the Gasoline Storage Act to establish strict liability for owners of regulated storage tanks that leak petroleum or petroleum products.

Tank owners become liable for full civil damages to any person injured or whose property is damaged by a leak, regardless of fault or negligence.

Civil damages awarded under this provision are in addition to any damages available under the Hazardous Material Emergency Response Reimbursement Act.

Maintains existing penalties for violations of the Act, including fines up to $10,000 per day for certain violations and $1,000 to $25,000 per day for violations of administrative orders.
