Requires MCOs to pay any emergency services provider, including those without contracts, at Illinois Medicaid fee-for-service rates with all applicable adjustments and policy modifiers.

Defines "inpatient stabilization period" as the initial 72 hours following an inpatient admission order and requires MCOs to pay for inpatient stabilization services during this period without service authorization requirements or prior approval conditions.

Prohibits MCOs from imposing service authorization requirements (prior authorization, pre-certification, concurrent review, etc.) for emergency services and makes attending physicians' determinations about inpatient stabilization needs binding on MCOs.

Requires MCOs to pay claims within 30 days and imposes timely payment interest penalties for late payments; establishes dispute resolution process allowing providers to submit unresolved MCO disputes to the Department after exhausting MCO internal processes.

Authorizes the Department to impose sanctions on MCOs for noncompliance, including financial penalties, suspension of new enrollee enrollment, and contract termination; effective immediately.
