Creates the Commission on Disability Access within the Department of Human Services, consisting of 11 public members and 6 ex officio nonvoting members to be appointed by January 1, 2025.

Public members must include 4 representatives from the disability community and 3 from the business community; the Governor shall appoint voting members for staggered 3-year terms, while legislative and executive officials serve as nonvoting ex officio members.

Directs the Commission to develop and publish educational materials, toolkits, and compliance guides on its website to help Illinois businesses understand construction-related accessibility standards and obligations under federal and state disability access laws.

Requires the Commission to compile and post data on demand letters and complaints concerning accessibility violations, identifying the top 10 types of violations and reporting quarterly beginning July 31, 2026.

Commission shall not be implemented unless funds are appropriated by the General Assembly; operates as an advisory body only with no state obligation to implement its findings without additional legislation.
