Defines a "rural 9-1-1 system" as a 9-1-1 system serving fewer than 190,000 residents under the Emergency Telephone System Act.

Requires 9-1-1 System Managers of systems bordering rural 9-1-1 systems to continuously disclose contact information for all public safety agencies and first responders operating in their jurisdiction to the adjacent rural system.

Mandates public safety telecommunicators in rural 9-1-1 systems attempt to dispatch emergency calls to the nearest available public safety agency or first responder to the person needing assistance.

Requires dispatchers to progressively contact the next closest first responder or public safety agency if no resources are available at the nearest location, until finding an available responder.
