Specifies that 6 units of credit in globally focused courses are required to earn State Global Scholar Certification.

Changes certification criteria from requiring "global collaboration and dialogue" to "global collaboration or dialogue."

Directs the State Board of Education to adopt rules by the 2026-2027 school year allowing students at schools without the certification program to earn it remotely through online courses taught by licensed teachers.

Requires remote certification rules to include a list of globally focused courses from the Illinois State Course Catalog and an online capstone project course meeting all certification criteria.

Prohibits students at schools that already offered State Global Scholar Certification prior to 2026-2027 from earning the certification remotely.
