• Maintains existing per diem add-on payment tiers based on staffing levels (ranging from $9 to $38.68 per diem) and prevents facilities from experiencing reductions exceeding 5% in consecutive quarters beginning April 1, 2023.

• Preserves transition rates for nursing facilities moving to the Patient Driven Payment Model (PDPM) system through October 1, 2023, with blended rate calculations phasing in PDPM over multiple quarters.
