Changes the title of the chief elected county official in DuPage, Kane, Kendall, Lake, and McHenry Counties from "Chairman" to "Board Chair"

Removes the Wastewater Committee from the CMAP Board structure, eliminating its responsibilities for recommending modifications to wastewater facility planning areas and related Clean Water Act matters

Requires four-fifths Board concurrence for most actions, but reduces contracts (excluding Executive Director employment), grants, purchase agreements, and meeting minutes to simple majority vote

Adds requirement that Board meetings be broadcast in real-time on the website with recordings posted and maintained as public records to the extent practicable

Updates federal funding coordination language to include "any other federally suballocated funding as required by law" in addition to Surface Transportation Program and Congestion Mitigation and Air Quality funds
