Removes for-profit educational organizations from the definition of "institution of higher learning," "qualified institution," and "institution" under the Higher Education Student Assistance Act.

Makes applicants ineligible for Monetary Award Program (MAP) grants if they are attending a for-profit institution of higher education, effective July 1, 2025.

Extends ineligibility requirement to MAP grant renewals, requiring that renewing students continue to meet the criterion of not attending a for-profit institution.

Eliminates existing provisions that previously allowed MAP grants to be made to applicants enrolled at qualified for-profit institutions with specific enrollment restrictions.
