• Increases minimum wage for direct support professionals (DSPs) and front-line personnel serving persons with intellectual and developmental disabilities by $3.00 per hour effective July 1, 2024, over wages in effect on June 30, 2024.

• Requires Department of Human Services to establish reimbursement rates for residential and day programs and service coordination agencies that build toward livable wages for front-line personnel including DSPs, aides, supervisors, and support staff.

• Mandates other residential non-executive direct care staff (excluding DSPs) receive wages at the U.S. Department of Labor's average wage as defined by the Department.

• Grants Departments of Human Services and Healthcare and Family Services emergency rulemaking authority to implement the wage increases, with this authority expiring one year after enactment.

• Applies to community-based providers, intermediate care facilities for developmentally disabled (ID/DD facilities), and medically complex for developmentally disabled facilities (MC/DD facilities) under state and federal Medicaid funding.
