County may adopt an ordinance to provide emergency ambulance service to a fire protection district's portion once an existing intergovernmental agreement expires, creating an affirmative obligation to continue service.

Fire protection district board of trustees may adopt a resolution by majority vote to discontinue emergency ambulance service and its associated tax if a county has agreed by ordinance to assume the service.

Ordinance takes effect only after the fire protection district discontinues ambulance service, the intergovernmental agreement ends, and both entities certify all criteria are met to the county clerk.

Tax rate for the area served transitions from the fire protection district's rate to the county's rate under Section 5-1028 upon certification and transfer of service.
