Amends the Energy Transition Act to expand the definition of "community-based organization" to include entities currently receiving federal funding under the Workforce Innovation and Opportunity Act.

Changes the term "community-based organizations" (plural) to "community-based organization" (singular) in the statutory language.

Effective immediately upon enactment.

Section is scheduled to be repealed on September 15, 2045.
