Adds combat veterans with service-connected disabilities diagnosed with post-traumatic stress disorder as a mitigating factor in sentencing under the Unified Code of Corrections.

Requires peace officers or ambulance services to transport qualified service-disabled combat veterans suspected of committing offenses or needing assistance due to PTSD to a Department of Veterans Affairs hospital for evaluation.

Mandates release of evaluated veterans determined not to be a danger to themselves or others, unless subject to law enforcement custody for offenses requiring pretrial detention.

Requires criminal cases involving qualified service-disabled combat veterans to be tried in a veterans and servicemembers court in the veteran's county of residence, or in the nearest county if no such court exists locally.
