Creates the State Aviation Program Fund in the State Treasury to be administered by the Department of Transportation for distributing grants to local governments for airport-related purposes

Distributes grants proportionately based on equal parts of enplanements, total cargo, and airport operations, with airport operations measured by 12 months of actual air traffic movements at towered airports and Terminal Area Forecast (TAF) data from the FAA for non-towered airports

Restricts grants for municipalities with populations over 500,000 to be distributed only to those municipalities

Defines "airport-related purposes" for non-large municipalities to include capital or operating costs of airports, local airport systems, related facilities, and replacement of sound-reducing windows and doors installed under the Residential Sound Insulation Program
