IL SB3423

Establishes the Prisoner Review Board as the authority for setting conditions for mandatory supervised release, determining violations, and imposing sanctions or revocation for persons sentenced under specified provisions of the criminal code.

Requires the Board to hear cases through a panel of at least 3 members to determine mandatory supervised release conditions, discharge timing, sanctions for violations, and revocation authority.

Mandates the Department of Juvenile Justice notify the Prisoner Review Board at least 120 days before a committed person reaches age 21.

Requires the Prisoner Review Board to conduct a hearing with no fewer than 3 members to determine whether a person should be assigned mandatory supervised release or transferred to the Department of Corrections before their 21st birthday.

Applies new mandatory supervised release procedures to juveniles prosecuted as adults under the Criminal Code of 1961 or Criminal Code of 2012 and sentenced pursuant to Section 5-805 of the Juvenile Court Act of 1987.
