Allows contiguous border territory of sanitary districts to disconnect by petition of 10% or more of legal voters, with court review of boundaries and verification that no bonded indebtedness or unpaid special assessments exist.

Court must hold a hearing and certify the disconnection question to election officials for a public vote; disconnection takes effect upon majority voter approval and sanitary district trustee ordinance authorization.

Establishes an alternative disconnection process allowing territory to disconnect by ordinance or resolution of both the sanitary district and the acquiring local government or sanitary district if either no outstanding bond payments exist or the acquiring district's wastewater treatment process exceeds the current district's process per EPA standards.
