Creates the Department of Human Services Community Reporting Systems Task Force to upgrade ROCS (Community Reporting Systems) and associated IT infrastructure.

Task Force composition includes the Secretary of Human Services (Chair), Director of Healthcare and Family Services, Secretary of Innovation and Technology, four advocacy organization representatives, one self-advocacy representative, one independent service coordination agency representative, three community provider representatives, and four General Assembly members (appointed by legislative leaders).

Task Force members must be appointed on or before January 1, 2025, and the Task Force must submit a comprehensive report by July 1, 2025, detailing action plans, contracting needs, fiscal impacts, required legislative appropriations, and barriers to upgrading ROCS.

Task Force is automatically dissolved and this section is repealed on January 1, 2026.
