SB3437 Summary

• Deletes requirement that entities integrating pharmacy records with the Prescription Monitoring Program (PMP) must meet specifications outlined in Department of Human Services administrative rules.

• Deems entities qualified to integrate with the PMP if they meet certification criteria from the Office of National Coordinator for Health Information Technology (ONC) or obtain HITRUST certification, subject to specified requirements including data sharing agreements and security standards.

• Prohibits PMP data from being stored, cached, or sold; requires PMP administrative control over approval of integration points and ability to disable them at no cost to the State.

• Defines "one-to-one secure link" as connecting providers to the Illinois PMP through electronic health records or pharmacy management systems using unique credentials that can be individually approved or denied by the PMP.

• Requires Electronic Health Record Systems, Certified Health IT Modules, Pharmacy Management Systems, and Pharmacy Dispensing Systems to provide customers with choice of approved integration vendors or direct connection to the PMP.
