IL SB3450

Creates the Safe Public Drinking Water Act requiring the Department of Public Health to propose and the Illinois Pollution Control Board to adopt amendments establishing State-only maximum contaminant levels (MCLs) for carcinogens and toxic chemicals in public drinking water systems.

Mandates minimum State-Only MCLs for perfluoroalkyl substances, polyfluoroalkyl substances, hexavalent chromium, and 1,4 dioxane in public drinking water systems.

Requires the Department to propose implementing State-Only MCLs for additional pollutants when 2 or more other states have set limits or issued guidance on those pollutants.

Directs the Department and Board to review MCLs adopted by other states, their supporting studies and scientific evidence, Agency for Toxic Substances and Disease Registry materials, and latest peer-reviewed science when establishing standards.

Requires the Department to annually review the latest peer-reviewed science and independent or government agency studies to ensure MCLs remain protective of public health, including vulnerable populations such as pregnant and nursing mothers and infants.
