Changes eligibility for electric vehicle rebates to allow purchases "or make a significant payment towards the purchase of" an electric vehicle on or after July 1, 2022, expanding eligibility beyond full purchases.

Defines "vehicle purchase date" as the earlier of either paying full price or making a significant payment towards the vehicle purchase.

Allows persons who made a significant payment between July 1, 2022 and the effective date of this amendatory act to apply for the rebate within 90 days after the act becomes effective.

Maintains existing rebate amounts: $4,000 for non-motorcycle electric vehicles (July 1, 2022), $2,000 (July 1, 2026), and $1,500 (July 1, 2028), plus $1,500 for electric motorcycles (July 1, 2022).

Becomes effective immediately upon passage.
