• Modifies the Court of Claims Act to exclude undisputed individual claims under $2,500 from lapsed appropriations from Court jurisdiction, allowing State agencies to pay such claims directly from current year appropriations; establishes online portal for vendor claim submission.

• Adds new Section 135 to Grant Accountability Act establishing grant agreement specifications including restrictions on limiting indirect costs, fringe benefits, and direct administrative costs unless recipient prefers lower rates.
