Appropriates $213,754,355 from the General Revenue Fund to the University of Illinois Board of Trustees for wage increases to State Universities Civil Service System personnel beyond cost-of-living adjustments and collective bargaining agreements.

Appropriates funds to eight additional public universities: Southern Illinois University ($47,509,594), Chicago State University ($3,539,369), Eastern Illinois University ($5,446,424), Governors State University ($4,303,580), Illinois State University ($26,490,518), Northeastern Illinois University ($5,602,214), Northern Illinois University ($21,866,044), and Western Illinois University ($6,954,257).

Total appropriation of approximately $335.9 million across all nine Illinois public universities to close the pay gap between university workers and other state employees.

Wage increases apply only to positions covered under the State Universities Civil Service System and exclude increases required by minimum wage law or existing collective bargaining agreements.

Takes effect July 1, 2024.
