Amends the Self-Service Storage Facility Act to allow rental agreements to be delivered and accepted by electronic mail or other electronic records, and establishes that an occupant's continued use of storage space constitutes acceptance if they do not sign a written agreement.

Adds "Default" to the definitions section, defined as the failure to perform any obligation or duty set forth in the rental agreement or the Act.

Expands enforcement provisions for motor vehicle, trailer, and watercraft liens to allow owners to tow property after 60 days of unpaid rent or occupant default, with owner liability limited once the tower takes possession.

Requires owners selling vehicles, trailers, watercraft, or aircraft to search the Secretary of State and contact identified title holders and lienholders before sale, with owner liability limited to valid lienholders injured by failure to conduct searches.

Clarifies that exclusive care and custody of stored personal property remains with the occupant until lien sale, and denies bailment liability to owners who over-lock storage units for non-payment.
