Governor's Office of Management and Budget shall designate state departments as high-impact service providers based on their large customer base or critical effect on those served

Designated departments must gather public feedback to assess service quality and identify improvement areas through at least one program or service office, with expansion as capabilities develop

Departments shall collect feedback on programs, facilities, staff, communications, websites, complaint handling, timeliness, and printed materials using surveys, web analytics, structured/unstructured analytics, or other appropriate methods

Governor's Office of Management and Budget must prepare an annual report by July 1 summarizing feedback, performance progress, improvement plans, and critical dependencies for enhancing government services

Annual report must be submitted to General Assembly and posted publicly on the Governor's Office website; a public-facing dashboard shall display feedback summaries and performance metrics by department
