Creates a registration process allowing Adult Use Dispensing Organization Social Equity Licenses to sell cannabis under the Compassionate Use of Medical Cannabis Program Act, with registration available within 30 days of license issuance.

Defines "Adult Use Dispensing Organization Social Equity License" as a license issued to Qualified Social Equity Applicants allowing them to operate as dispensing organizations under both the medical cannabis program and Cannabis Regulation and Tax Act.

Adds legislative findings recognizing that existing medical cannabis dispensaries have created a competitive disadvantage for social equity licensees due to established market presence, existing patient bases, and lower prices from tax exemptions on medical cannabis sales.

Establishes definitions for "Disproportionately Impacted Area" based on poverty rates of at least 20%, 75%+ children in free lunch programs, 20%+ households receiving SNAP benefits, or unemployment rates exceeding 120% of the national average for at least 2 consecutive years.

Maintains existing medical cannabis dispensing organization registration limits of up to 60 licenses while creating separate social equity pathways for Justice Involved Applicants and Qualifying Applicants through streamlined applications and lottery processes.
