SB3482 Summary: Voting Rights and Civics Education

• Restores voting rights to incarcerated individuals beginning January 1, 2025, with rights restored within 14 days of conviction or by January 14, 2025 for those already incarcerated.

• Applies to all persons under state supervision or custody, including those incarcerated, on probation, parole, mandatory supervised release, work release, electronic monitoring, or owing court fines/fees.

• Requires local election authorities to coordinate with correctional institutions to facilitate mail-in voting and make voter registration materials, election information, and ballots available to eligible incarcerated voters.

• Amends the Re-Entering Citizens Civics Education Act (renamed Reintegration and Civic Empowerment Act) to require civics peer education programs be conducted at least 6 sessions per month at each correctional institution and made available to all committed persons regardless of sentence length.

• Establishes civil enforcement mechanisms allowing the Attorney General and aggrieved individuals or organizations to sue for violations, with courts authorized to award reasonable attorney's fees and costs.
