Establishes the Local Government Zero Emissions Transition Grant Program administered by the Illinois Environmental Protection Agency with at least two phases of funding.

Phase 1 grants up to $50,000 require local governments to pass an ordinance or declaration committing to transition passenger vehicle fleets to 100% zero-emissions by 2030 or transition the majority of fleets by 2030, with at least 20% matching funds from the applicant.

Phase 2 grants require applicants to have completed either their own zero emissions readiness study or Phase 1 of the program, and must define specific projects including electric vehicle infrastructure buildout, load capacity increases, staff training, and removal of transition barriers.

Priority for both phases goes to applicants with the earliest transition dates, those disproportionately affected by climate change and carbon pollution, and those converting higher percentages of their fleets.

Applies to municipalities, townships, and counties; excludes vehicle purchase costs from eligible Phase 2 project categories.
