Amends the Consumer Fraud and Deceptive Business Practices Act to require covered entities to clearly and conspicuously display the total price including all mandatory fees in every advertisement and when prices are first shown to consumers.

Defines covered entities as providers of ticketing services, short-term lodging, food delivery services, apartment rentals, and car rental services.

Defines mandatory fees as any fee or surcharge required to purchase advertised goods or services, including service fees, processing fees, delivery fees, and similar charges.

Requires covered entities to clearly disclose any guarantee or refund policy before completion of a monetary transaction and to provide refunds in the full amount including all mandatory fees.

Classifies violations of these disclosure requirements as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.
