• Requires the Department of Healthcare and Family Services to enter into cooperative arrangements with safety-net providers to deliver primary, secondary, and tertiary managed health care services with a monthly capitation amount not exceeding $100,000,000.

• Defines "safety-net provider" as a non-government owned managed care community network operating in Cook County with at least 80% ownership by one or more safety-net hospitals as defined in Section 5-5e.1.

• Limits safety-net providers to contracting with the Department for Cook County only and allows them to decline enrollees who do not reside within Cook County.

• Designates safety-net providers as managed care community networks solely to the extent they provide services to participating individuals.
