Prohibits political committees from making payments to immediate family members of public officials or candidates, defined as anyone living with or a spouse, child, sibling, or parent of a public official or candidate.

Defines "payments" as any compensation requiring the filing of federal form W-2 or 1099, establishing the scope of the prohibition.

Adds this restriction as item (12) to the existing list of prohibited expenditures under the Election Code Section 9-8.10.

Authorizes the State Board of Elections to investigate violations and levy fines up to $500 for expenditures of $500 or less, or up to the amount of the expenditure plus $500 for larger amounts.

Takes effect immediately upon becoming law.
