Removes affirmative defense provision for emergency violations from CAAPP permits by striking subsection 7(k), which previously allowed permit holders to claim emergency as a defense to noncompliance with technology-based emission limitations under specified conditions.

Eliminates the requirement that CAAPP permits include detailed emergency provisions addressing cause identification, proper facility operation, timely notification to the Agency, and reasonable steps to minimize excess emissions.

Maintains all other CAAPP permit requirements and procedures while narrowing legal defenses available to sources operating under permit conditions during emergency situations.

Applies to Illinois Environmental Protection Agency permit issuance and enforcement under the Clean Air Act Permit Program (CAAPP) established under Section 39.5 of the Environmental Protection Act.
