SB3508 - End Organ Harvesting Act

• Prohibits health benefit plan issuers from covering human organ transplants or post-transplant care if the transplant is performed in the People's Republic of China or other countries designated by the Director of Public Health as participating in forced organ harvesting.

• Prohibits coverage of organ transplants if the organ was procured through sale or donation originating from the People's Republic of China or other designated countries known to practice forced organ harvesting.

• Defines "forced organ harvesting" as removal of organs from a living person or deceased person by means of coercion, abduction, deception, fraud, or abuse of power or vulnerability.

• Authorizes the Director of Public Health to designate additional countries with governments that fund, sponsor, or facilitate forced organ harvesting and requires written notice to the Secretary of Human Services and Director of Insurance when designating additional countries.

• Applies to all health benefit plans in Illinois including insurance policies, health maintenance organizations, state employee plans, public aid programs, and the Children's Health Insurance Program.
