Establishes reimbursement rates for psychiatric evaluations at $237.57 and medication monitoring at $140.77 per quarter hour for community mental health centers and substance use disorder treatment providers beginning January 1, 2025.

Prohibits reduction or modification of existing reimbursement rates or add-ons to offset the new rate increases.

Requires the Department of Healthcare and Family Services to submit any necessary waiver or State Plan amendment to federal Centers for Medicare and Medicaid Services by October 1, 2024.

Mandates annual upward adjustments to reimbursement rates beginning in State Fiscal Year 2025 based on the Consumer Price Index-U from the previous year, capped at 5% per fiscal year, with rates remaining unchanged if the index decreases.

Authorizes the Department to adopt emergency rules under the Illinois Administrative Procedure Act to implement these provisions, with the emergency rulemaking authority expiring one year after enactment.
