Amends the Illinois Crime Reduction Act of 2009 to require the Parole Division and Prisoner Review Board to adopt policies authorizing drug detecting scanning devices for supervised individuals' packages and mail.

Requires the Department of Corrections to establish and implement drug detecting devices for scanning all prisoner mail and packages for suspected drugs.

Mandates escalating percentages of supervised individuals and incarcerated individuals receive evidence-based programming: 25% within year one, 50% within 3 years, and 75% within 5 years of adopting a standardized risk assessment tool.

Requires the Department of Corrections to provide employees with intensive training in assessment techniques, case planning, cognitive behavioral therapy, and substance abuse treatment education to support evidence-based practices.

Mandates annual public reporting by the Department of Corrections and Prisoner Review Board on electronic and GPS monitoring usage, including demographic data, incarceration history, monitoring conditions, sanctions imposed, and parole revocation cases.
