Requires counties that self-insure for health coverage to include mental health counseling for first responders (police, firefighters, EMTs, dispatchers, and mental health crisis responders) at no cost to employees, effective June 1, 2025.

Requires municipalities that self-insure for health coverage to include the same mental health counseling coverage for first responder employees at no cost, effective June 1, 2025.

Defines "mental health counseling" as therapy sessions provided by a clinical social worker, professional counselor, or licensed psychologist.

Exempts coverage from cost-sharing requirements (deductibles, copayments, coinsurance) except where necessary to maintain high-deductible health plan eligibility for health savings accounts under federal tax code.

Establishes these mental health counseling requirements as exclusive state powers that override home rule authority for counties and municipalities.
