Authorizes Illinois Emergency Management Agency and Office of Homeland Security to award grants to small businesses for security improvements that help prevent, prepare for, or respond to terrorism threats and attacks.

Defines "small business" as independently owned and operated corporations employing fewer than 50 full-time employees or with gross annual sales under $4,000,000.

Requires grant applicants to identify prior threats against their business, demonstrate symbolic or strategic value as a potential target, describe consequences of an attack, and submit vulnerability assessments by qualified security or law enforcement personnel.

Mandates that grant application periods remain open for at least 45 calendar days during the first application cycle each fiscal year, with all funding notices published on the Agency's public website and shared with state legislators and emergency management agencies.

Takes effect immediately upon enactment.
