• Defines "teacher" as someone licensed under Illinois School Code Article 21B or employed at a private elementary or secondary school in Illinois.

• Defines "health care provider" as any licensed health care professional authorized to deliver health care services under Illinois law and actively engaged in their profession.

• Beginning in State Fiscal Year 2025, establishes a minimum income threshold of 300% of the federal poverty level for families with mental health care workers, teachers, or health care providers, notwithstanding any other provision of law or administrative rule.
