SB3565 Summary

• Amends the Cannabis Regulation and Tax Act to expand the Restore, Reinvest, and Renew (R3) Program Board membership by allowing appointment of 8 public officials from municipal or county jurisdictions that include R3 Areas, rather than municipal jurisdictions only.

• Requires the Illinois Criminal Justice Information Authority to identify eligible R3 Areas within 180 days based on rates of gun injury, unemployment, child poverty, and criminal justice involvement, with eligibility recalculated every 4 years.

• Establishes the R3 Program Board with ex officio members from 10 state agencies, the Lieutenant Governor (as chair), and 4 legislative members, plus appointed members including community providers, violence reduction experts, formerly incarcerated individuals, and residents of R3 Areas.

• Directs the Board to develop grant application processes, performance measurement systems, and provide annual reports to the General Assembly and Governor within 12 months of enactment.

• Authorizes R3 grant funding to address economic development, violence prevention, re-entry services, youth development, and civil legal aid in designated high-need areas.
