• Excludes frozen desserts containing alcoholic liquor from the definition of "alcoholic liquor" under the Liquor Control Act, creating separate regulatory category for ice cream and similar frozen desserts made with liquor, wine, beer, or cider containing more than 0.5% but not more than 5% alcohol by volume.

• Prohibits sale of frozen desserts with more than 5% alcohol by volume and bars sales to anyone under 21 years old; persons under 21 may not purchase, possess, or consume these products.

• Requires packages sold for off-premises consumption to display specified warning labels including age restriction notices, alcohol content disclosure, and health warnings about pregnancy and impaired driving.

• Mandates retailers selling products on-premises display warnings on menus listing frozen desserts containing alcoholic liquor with same content requirements as package labeling.

• Requires manufacturers and distributors to provide written notice and compliance requirements with each shipment to retailers, and subjects frozen desserts containing alcoholic liquor to all applicable food safety laws including the Illinois Food, Drug and Cosmetic Act.
