Changes the term "school guidance counselor" to "school counselor" in the School Code gift ban statute and adds an exemption allowing payment of travel, lodging, food, and beverage costs for school counselors attending educational or military programs at institutions of higher education, with costs not to exceed federal IRS per diem rates.

Requires the University of Illinois Board of Trustees to report student enrollment data to the Board of Higher Education by the 15th business day after the start of each academic year, including total enrollment, full-time enrollment, online and in-person learning numbers, and a 5-year rolling average.

Requires Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University to submit identical student enrollment reports to the Board of Higher Education on the same timeline.

Requires community college boards to report the same student enrollment data annually to the State Board by October 1 instead of the 15th business day after the start of the academic year.

Mandates that the Board of Higher Education and State Board post all reported student enrollment data on their respective Internet websites for public access.
