IL SB3588

Redefines "electric vehicle" to mean vehicles exclusively powered by electricity that are legally permitted to drive on all public roadways including interstates, while excluding off-road vehicles, golf carts, neighborhood electric vehicles, electric scooters, and vehicles with maximum speeds below 45 mph.

Limits electric vehicle rebates to low-income persons (earning no more than 80% of state median income) beginning July 1, 2024, and removes the prior definition of "environmental justice community."

Establishes tiered electric motorcycle rebates: $1,500 starting July 1, 2024; $750 starting July 1, 2026; and $500 starting July 1, 2028.

Extends rebate application deadline from 90 days to 120 days for vehicles purchased on or after July 1, 2024, and adds requirement to apply during an open rebate cycle and certify low-income status.

Allows deposits into the Electric Vehicle Rebate Fund from the General Revenue Fund or any other fund to support the rebate program authorized under Section 27.
