Local news organizations must disclose beneficial ownership or board of directors and cannot receive more than 50% of gross receipts from political action committees or Section 527 entities.

Requires local news organizations to provide 120-day written notice before being sold to another company, with notice going to affected employees, the Department of Commerce and Economic Opportunity, county government, and nonprofit organizations that purchase local news outlets.

Declares that Illinois recognizes robust local news as essential for limiting corruption, encouraging civic participation, combating misinformation, and ensuring editorial independence cannot be influenced by government advertising spending.
