IL SB3599

Creates new Section 356z.71 of the Illinois Insurance Code requiring coverage for mobile integrated health care services, effective for policies amended, delivered, issued, or renewed on or after January 1, 2026.

Defines eligible recipients as individuals who visited hospital emergency departments 3+ times in 4 consecutive months within the past 12 months, or individuals identified by health care providers as candidates for mobile integrated health care services to prevent or facilitate discharge from hospitals or facilities.

Defines mobile integrated health care services as medically necessary on-site health services provided by emergency medical services personnel, including health assessments, chronic disease monitoring, medication compliance, immunizations, laboratory specimen collection, hospital discharge follow-up, and minor approved medical procedures.

Requires group and individual health insurance policies and managed care plans to provide coverage for mobile integrated health care services to eligible recipients.

Extends mobile integrated health care coverage requirements to state employees, county self-insured plans, municipal self-insured plans, and school district health insurance plans by amending corresponding sections of the State Employees Group Insurance Act, Counties Code, Illinois Municipal Code, and School Code.
