IL SB3600

Expands protections for pregnant and postpartum prisoners statewide by removing the limitation that previously applied only to counties with more than 3,000,000 inhabitants, making protections applicable to all counties.

Prohibits use of leg irons, shackles, or waist shackles on pregnant or postpartum prisoners, with restraints allowed only in extraordinary circumstances and must be least restrictive option; prohibits all restraints during labor except therapeutic restraints ordered by medical personnel.

Requires sheriffs and corrections officials to submit annual reports documenting the number of pregnant prisoners in custody and the number of people who deliver or miscarry while incarcerated.

Mandates county departments of corrections provide informational materials to pregnant and postpartum prisoners regarding their rights, including prohibition on restraints, supplemental nutrition, access to children, educational programming, Reproductive Health Act rights, and contact information for advocacy organizations.

Requires pregnant and lactating prisoners receive supplemental nutrition of at least 300 calories per day outside of regular mealtimes and ensures infants can remain with mothers for 72 hours after birth unless medical professionals determine safety risks.
