Allows municipalities, counties, or townships to enact ordinances providing administrative and civil fines to enforce violations of Section 11-204 of the Illinois Vehicle Code (fleeing or attempting to elude a peace officer) or similar local ordinances.

Imposes liability on registered owners or lessees of vehicles used in fleeing or eluding violations, similar to existing frameworks for parking and automated traffic enforcement violations.

Permits fines and penalties up to $500 for violations of ordinances relating to Section 11-204, compared to the $250 cap for other administrative violations.

Extends the administrative adjudication system under Section 11-208.3 to include violations of Section 11-204, allowing for notice, hearing, and appeal procedures consistent with other traffic violation enforcement.

Allows municipalities, counties, and townships to use vehicle immobilization and towing procedures against owners with accumulated unpaid fines or incomplete traffic education programs related to Section 11-204 violations.
