IL SB3606

Amends the School Code to define "separate public special education day school" as a separate special education program or facility established by school districts, public schools, regional offices of education, or special education cooperatives to serve students who cannot be educated in general school environments and provides services comparable to private special education schools.

Expands the definition of "special educational facilities and services" to explicitly include separate public special education day schools alongside existing private special schools and other services.

Adds a non-voting member from a State agency that administers early childhood education and care programs to the Illinois Purchased Care Review Board, and includes a non-voting member who is an administrator of a separate public special education day school.

Modifies tuition reimbursement provisions to allow districts placing children in private special education schools, separate public special education day schools, or private special education facilities to receive State reimbursement for costs exceeding 2 times the district's per capita tuition charge for non-special education students (rather than costs exceeding the district's per capita tuition charge).

Authorizes the State Board of Education to adopt rules necessary to implement provisions regarding separate public special education day schools.
