Local government ordinances cannot be enforced against State facility construction, reconstruction, improvement, or installation projects.

State facilities are exempt from local permitting fees and permit inspections for construction, reconstruction, improvement, or installation activities.

The Capital Development Board must coordinate with local utilities regarding utility connection requirements and with local fire protection services to ensure effective service delivery.

The Board remains obligated to comply with State and federal mandates and must compensate local governments for fair and reasonable connection or impact costs consistent with industry standards or private project costs.

This provision applies to State facility projects that are ongoing as of the effective date and all projects beginning on or after the effective date of this Act.
