Allows Chicago police officers who prevail in administrative review actions challenging denied disability benefit applications to recover court costs, litigation expenses, and reasonable attorney's fees from the pension fund.

Extends this cost recovery provision to police officers whose duty disability, ordinary disability, or occupational disability benefits are terminated and who successfully challenge the termination through administrative review.

Covers three types of disability benefits: duty disability benefits (Section 5-154), occupational disease disability benefits (Section 5-154.1), and ordinary disability benefits (Section 5-155).

Amends the State Mandates Act to exempt this mandate from state reimbursement requirements to local entities.

Becomes effective immediately upon enactment.
