IL SB3619

Creates the School District Impact Note Act, requiring the State Board of Education to prepare impact notes for bills that regulate, impose mandates on, or affect public education provision within 15 calendar days of filing.

State Board of Education must adopt rules establishing methods for obtaining feedback from school districts varying in enrollment, region, funding tier, and demographics, plus a standard list of impact types to be analyzed.

Impact notes must address economic effects, time burden on administrators and personnel for compliance, long-range effects, and feedback from school districts and education organizations; notes cannot include opinions on bill merits but may note technical defects.

Bills cannot be assigned to substantive committees until impact notes are received; amended bills that substantially change the original note require revised notes within 7 calendar days, with bills held on second reading until received.

Majority vote in either chamber can waive the impact note requirement; State Board employees must keep bill information confidential before introduction in the General Assembly, except disclosure to the bill's sponsor or designee.
