Amends the Public Contract Fraud Act to increase the threshold for Attorney General title approval from $10,000 to $25,000 for lands needed for public works or improvements.

Eliminates the requirement for Attorney General approval when the consideration paid for land does not exceed $25,000 and allows the State Comptroller to draw warrants for payment without such approval.

Applies the exemption to four categories: fee simple titles or easements for highway right-of-way; rights or easements for freeway access; utility line easements connecting to main lines; and flood relief or water resource projects.

Maintains existing exemptions for Illinois Building Authority facilities and state agency leasehold improvements contracted in compliance with agency leasing authority regulations.

Takes effect immediately upon enactment.
