Reduces credit hour requirement for Substitute Teaching License applicants enrolled in educator preparation programs from 90 credit hours to either 75 credit hours or completion of 3 semesters in the program.

Exempts individuals who retired within the last 5 years while holding a valid Professional Educator License or Educator License with Stipulations from being required to obtain a Substitute Teaching License to teach as a substitute for no more than one year.

Waives the $50 application fee for Substitute Teaching License for retired educators who retired within 5 years, held a valid license at retirement, and received an "excellent" or "proficient" performance rating on their last evaluation before retirement.
